They're still paid, I doubt they'll ever be free...

However, at one point if you had purchased the Opera Browser, Nintendo gave you credit on the points that you could use towards a VC purchase which is how I got SMB3 :)

I was always into the homebrew on it, every vc game was made free to me if you did that.
