You might still be able to recover both your account and money.

To recover the money file a chargeback with your credit card, or file a dispute with PayPal if you paid via that. As for your account I think Blizzard offers some account recovery, not sure though..

But keep in mind that you shouldn't have ordered the service to begin with as you know it's against the rules, plus it kills the purpose of the game. However, you can't just let scammers get away with it either..

Yeah, power leveling services just ruin the fun of MMO games, they should be avoided without saying
