Next time just warn him to 100% as that will automatically ban him.

I was considering putting him on 100% warn, but I didn't know if it was my place to decide as a Veteran.

Well 11 reports aren't necessary, one would be fine unless the offense happens again at a later date especially if it's a spammer.

As for warning to 100%, if it's blatant spammer then go for it.

An example: A user signs up and ALL their posts are something like this "check out [insert spam here]" or "please join [insert spam here]"

And there's others who may do it unintentionally, in this case most of their posts are OK and one or two look something like this "yeah that's cool, btw check out my clan site at [insert clan URL here]"

^ While that is against the rules, a warning would be fine as they perhaps didn't read the rules carefully and they seemed to be contributing to the forum.
